The Digital Cooperation Organization (DCO) will hold its fifth General Assembly in Kuwait from February 4–5. The DCO General Assembly will bring together Member State ministers, policymakers, innovators, CEOs, and observers from over 60 countries. Additionally, they will discuss strategies to shape the global digital agenda and strengthen international partnerships.
Omar Saud Al-Omar, Minister of State for Communication Affairs of Kuwait, and Deemah AlYahya, Secretary-General of the DCO, will chair the sessions. Together with other leaders, they will review achievements, outline strategic priorities, and launch initiatives aligned with the DCO’s 2025–2028 Four-Year Agenda.
Kuwait will hand over the DCO Council Presidency to Pakistan for the 2026 term. Last year, Jordan hosted the fourth General Assembly at the Dead Sea. Moreover, Kuwait’s leadership emphasizes advancing digital integration across Member States.
The International Digital Cooperation Forum (IDCF) will run alongside the General Assembly. It will host plenary sessions, workshops, side events, and high-level dialogues. Following its 2025 debut, the IDCF will also address AI, digital trade, cross-border infrastructure, skills mobility, technology safety, ethics, and sustainable digital transformation. In addition, over 100 organizations are expected to participate.
Omar Saud Al-Omar said Kuwait will use its Chairmanship to strengthen multilateral cooperation. Furthermore, he highlighted that the General Assembly will enhance knowledge exchange, build capacity, and develop advanced digital infrastructure.
Secretary-General Deemah AlYahya described the Assembly as a defining moment for the global digital community. She added that DCO Member States aim to ensure digital prosperity is accessible to everyone. Moreover, she said, “Innovation must become a bridge to opportunity, resilience, and shared prosperity.”
The DCO, created in 2020, gathers 16 Member States’ Ministries of Communication and Information Technology. In addition, the organization holds observer status with the United Nations and other global institutions.
Previous assemblies produced major announcements, including AI adoption milestones, cross-border cooperation, and capacity-building initiatives. Meanwhile, the upcoming DCO General Assembly will continue this momentum and reinforce digital inclusion for all.
Kuwait’s hosting demonstrates its growing influence in the digital sector. Furthermore, the DCO General Assembly will foster dialogue, promote innovation, and align policies to accelerate sustainable and inclusive digital growth worldwide.
