Qatar Civil Reforms Enhance Efficiency and Family Support

Qatar has introduced major civil reforms to improve public sector efficiency and support families. Specifically, Sheikh Tamim bin Hamad Al Thani approved Law No. 25 of 2025, which brings financial incentives and administrative updates to the civil service.

In addition, the law updates Law No. 15 of 2016 and aligns with Qatar National Vision 2030. Meanwhile, Cabinet Decision No. 34 of 2025 revised executive regulations to ensure smooth implementation. Together, these measures demonstrate Qatar’s commitment to building a high-performing and accountable workforce.

A key feature is a marital allowance and an annual QAR 12,000 marriage incentive for Qatari couples. These benefits, moreover, strengthen family stability and encourage national talent to remain in government roles. Furthermore, both spouses can now receive independent allowances even if employed in the civil service.

Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, President of the Civil Service and Government Development Bureau, said officials designed the reforms after careful review and analysis. He added that the updates not only boost efficiency but also meet employees’ needs. In addition, they build a productive workforce capable of delivering high-quality public services.

The reforms also introduce a performance-based promotion and compensation system. New rating categories, “Exceeds Expectations” and “Exceptional,” allow top performers to earn raises of up to 150 percent of their grade allowance. Moreover, supervisory staff may receive annual bonuses of up to QAR 120,000. Distinguished employees can also earn fast-track promotions or monetary awards tied to government excellence programs.

Additional changes include raising non-cash rewards from QAR 3,000 to QAR 5,000 and introducing flexible contracts for students. Emergency leave has been extended to 10 days per year, while excused monthly hours rise to 10. In addition, one parent may accompany a hospitalized child. Housing allowances and professional certification stipends also received enhancements.

The Civil Service Bureau stated that HR leaders collaborated to develop the reforms. They focused on merit-based progression, innovation, and alignment with Qatar’s knowledge economy. Consequently, the framework builds a motivated civil service capable of meeting long-term development goals.

Experts said Qatar civil reforms will improve employee satisfaction and operational efficiency. In addition, they noted that these changes set a regional example for modern human resource management. Overall, the updates reflect Qatar’s strong commitment to workforce development, family support, and a more effective public sector.
