DUBAI The Department of Migrant Workers (DMW) has integrated the Overseas Employment Certificate (OEC) into the OFW Travel Pass. This affects millions of overseas Filipinos. The Travel Pass now automatically includes the OEC, streamlining processing and reducing paperwork.
The OEC, often called a ‘golden ticket,’ has been required for departure. It proves legitimate deployment and grants exemptions from travel tax and terminal fees. For many OFWs, this process caused long queues and stress.
Now, the OFW Travel Pass replaces the separate OEC. Once DMW verifies employment, the app generates the digital clearance automatically. Consequently, workers no longer need to secure a printed OEC before flying.
DMW Secretary Hans Leo Cacdac said the change aims to cut bureaucracy and embrace innovation. Moreover, the integration allows OFWs to process travel clearance remotely without visiting DMW offices.
For UAE workers, this reduces waiting times in Dubai, Abu Dhabi, and other Emirates. Additionally, the system aligns with the Philippine government’s broader e-governance initiative.
Some OFWs expressed concerns about potential technical glitches and airport confusion. Meanwhile, airline staff and immigration officers are receiving training to ensure smooth recognition of the Travel Pass.
The pilot program has helped around 70,000 OFWs. DMW plans to expand it to over 200,000 users by early 2026. The department will provide online and in-person support during the rollout.
The merger reflects the government’s push for paperless governance. DMW joins other agencies using the eGovPH Super App to centralize documents and simplify citizen transactions.
Furthermore, the integration encourages the adoption of digital tools among workers. It also strengthens coordination between government offices, ensuring faster updates and real-time verification.
