techUK led its first-ever delegation to the Gulf from October 13 to 16, 2025. The visit included the UAE and Saudi Arabia. The programme focused on business and innovation opportunities. Moreover, it emphasized networking and cultural immersion.
The delegation was led by Sabina Ciofu, International Policy and Strategy Lead at techUK. Participants included experts in AI, data, cyber, space, satellite communications, regulatory compliance, and services. They represented companies such as Resolutiion, Viasat, QA Consulting, Vidos, Cambridge Consultants, Galaxkey, Cleaview Intelligence, Vaire Computing, CrowdStrike, and Gateley Legal. Consequently, the team had multi-sector expertise aligned with Gulf market ambitions.
In Dubai on October 13-14, the delegation attended GITEX Global 2025. The event is the region’s largest tech exhibition. It brought together startups, investors, government delegations, and thousands of exhibitors. The delegates engaged with local technology trends and potential partners. Additionally, they attended a networking dinner hosted with the DBT team and the British Chambers of Commerce.
In Riyadh on October 15-16, the delegation had targeted engagements. On Wednesday, they met at the British Embassy Riyadh to discuss the regulatory environment, market access, and UK-Saudi tech collaboration. They then visited The Garage, a major innovation hub hosting over 300 startups. Next, they met Ibrahim Neyaz, CEO of the National Technology Development Program (NTDP), which supports R&D, startup growth, and localisation of technology in Saudi Arabia.
The group also toured Al Bujairi Heritage Park in Diriyah, enjoying heritage architecture and gardens. On Thursday, they visited King Abdulaziz City for Science & Technology (KACST) for discussions on quantum technologies, cyber-defence, and space systems. The programme concluded with a meeting at the Ministry of Investment Saudi Arabia (MISA). Officials shared insights on the tech policy environment and investment opportunities.
Key takeaways showed the Gulf region is advancing a tech-driven diversification agenda. AI, cyber, space, and quantum initiatives are backed by national programmes like NTDP. Moreover, local innovation platforms and ministerial-level contacts facilitate meaningful engagement for UK firms. Presence and personal relationships remain essential for success. Informal connectivity, such as WhatsApp messaging, also accelerates business progress.
Next steps for techUK include following up on connections, exploring partnerships, piloting projects, and aligning local entities. The delegation may also participate in LEAP Riyadh 2026, further strengthening Gulf-UK tech ties.
