Iraq’s Ministry of Trade launched a new business registration guide to help entrepreneurs and MSMEs navigate formalization. Additionally, the guide provides clear, step-by-step instructions and practical advice for business owners. As a result, it encourages formalization, enabling more enterprises to access legal protections, financing, and public services while strengthening the private sector.
The guide targets micro, small, and medium-sized enterprises, addressing challenges faced by informal businesses. With approximately 84 percent of MSMEs operating informally, many owners struggle to expand. Workers often lack social security, health coverage, and wage protection. Therefore, Iraq business registration guidance helps overcome these barriers, allowing businesses to integrate into the formal economy and enhance sustainability.
Malik Al-Duraie, Director General of the Directorate for Private Sector Development, said, “MSMEs form the backbone of our economy. This guide helps entrepreneurs enter the formal sector confidently and efficiently.” He highlighted the partnership between Iraq’s government, the ILO, and national institutions as a key factor in its development. Moreover, this collaboration strengthens the overall business environment.
Maha Kattaa, ILO Country Coordinator for Iraq, added, “Formalization is more than a legal step; it provides access to decent work. In addition, the guide empowers business owners, particularly youth and women, to grow sustainably and protect their employees.”
Rosamaria Genovese, First Secretary at the Italian Embassy in Iraq, emphasized Italy’s support. “The guide represents opportunity. Furthermore, formal enterprises strengthen social inclusion and economic resilience. Italy is proud to collaborate with Iraq and the ILO to promote sustainable growth.”
The launch event also presented a joint recommendation paper from the Ministry, ILO, and national stakeholders. This paper outlines practical measures to simplify Iraq business registration, reduce administrative burdens, and create a more enabling environment for entrepreneurs. Recommendations include digital platforms, streamlined documentation, better inter-agency coordination, and nationwide awareness campaigns.
Officials concluded the event by signing and adopting the guide as a national reference tool. Additionally, they recognized the technical team whose expertise turned the concept into publication.
