OAPEC Energy Cooperation stood at the center of discussions as Arab oil ministers met in Kuwait on December 15, 2025. Arab energy cooperation and investment coordination took center stage as Bahrain’s Oil Minister joined senior officials in Kuwait. The discussions underscored the growing need for unified strategies amid rapid global energy transitions.
Dr. Mohammed bin Mubarak Bin Dainah, Minister of Oil and Environment and Special Envoy for Climate Affairs, participated in the 115th Ministerial Council meeting of the Organisation of Arab Petroleum Exporting Countries. The meeting took place in Kuwait on December 15 and gathered ministers and senior energy officials from member states.
During the session, Dr. Bin Dainah praised OAPEC role in strengthening joint Arab economic activity. He stressed that the organisation continues to create supportive conditions for energy investment across the region. Moreover, he noted that these efforts help secure energy supplies while promoting sustainable sector growth.
He also highlighted OAPEC’s contribution to strengthening relations between energy-producing and consuming countries. According to the minister, such cooperation remains essential for achieving long-term energy stability and a balanced global energy market.
Furthermore, Dr. Bin Dainah emphasized the importance of regular high-level meetings among oil and gas leaders. He explained that these gatherings enable knowledge sharing and encourage scientific dialogue. As a result, member states can better address technical challenges and adopt modern energy technologies.
He added that exchanging expertise and best practices supports positive outcomes for the oil and gas sector. These outcomes, in turn, help strengthen national economies that rely heavily on energy revenues. He reaffirmed that such cooperation aligns with OAPEC’s founding objectives set in 1968.
In addition, the minister pointed to the rapid transformation reshaping the global energy landscape. He noted that these changes have increased OAPEC’s relevance as a platform for cooperation. Therefore, the organisation now plays a stronger role in knowledge exchange and policy coordination.
Dr. Bin Dainah also highlighted the need to address emerging energy challenges collectively. These include market volatility, technological disruption, and climate-related pressures. He stressed that cooperation remains key to building national capabilities across the energy value chain.
Participants also discussed opportunities for joint projects and future investment initiatives. These discussions aimed to enhance resilience and competitiveness within Arab energy markets. Officials agreed that coordinated action can improve returns while managing risks.
Looking ahead, OAPEC members plan to deepen collaboration on innovation and sustainable energy practices. The organisation seeks to balance traditional oil and gas development with emerging energy solutions. Consequently, member states aim to strengthen their positions in a rapidly evolving global energy system.
The meeting reaffirmed OAPEC’s central role as a unifying force for Arab energy producers. It also highlighted the organisation’s continued importance in supporting economic stability, investment growth, and long-term energy security across the region.
