Saudi Exchange to Ban Internal Matching of Orders Under Amended Rules From December 13

Saudi Exchange will bar its members from matching client orders internally and require them to route orders to the market on a gross basis under amended trading and membership rules that take effect on December 13, 2026, the bourse operator said on Tuesday.

The Saudi Arabian bourse said the Capital Market Authority’s board approved the amended Trading and Membership Rules and Procedures and an updated Glossary of Defined Terms Used in the Exchange Rules in resolution No. 4-120-2026, dated October 12, 2026.

Internal matching refers to trades executed within a market member’s own systems without the orders being shown to other participants on the main trading platform, Mubasher reported.

The second part of the changes requires members to pass orders to the market on a gross basis, so that all orders appear in the exchange’s public order book.

The amendments are intended to increase transparency in order flow and prevent liquidity from being split away from the central order book, according to Mubasher.

The exchange said the period before the December 13 start date gives market members and participants time to adjust their technical systems and comply with the new requirements.
