Saudi Cabinet Approves New Patent and Design Laws, Extends Rural Farm Program to 2032

Saudi Arabia’s Cabinet approved new laws on Tuesday covering patents and utility models, designs, integrated circuit layout designs and new plant varieties, the state-run Saudi Press Agency reported.

The Cabinet, chaired by King Salman bin Abdulaziz in Riyadh, also extended the Sustainable Rural Agricultural Development Program until the end of 2032.

Minister of Media Salman bin Yousef Al-Dosari said after the session that the Cabinet noted the 33.5% increase in foreign direct investment in the Kingdom in 2025 compared with 2024.

The Cabinet said the increase reflected the attractiveness of the Saudi economy and the effect of economic and structural reforms under Vision 2030, Argaam reported, citing SPA.

Foreign direct investment inflows reached SAR159.1 billion ($42.26 billion) in 2025, according to data from the General Authority for Statistics released earlier this month.

The Cabinet discussed efforts to limit the impact of regional conflicts on global energy security, international trade, supply chains and maritime navigation, Al-Dosari said.

It welcomed a presidential statement by the UN Security Council condemning attacks by Yemen’s Houthis on civilian sites, airports and energy infrastructure in Saudi Arabia.

Other decisions included authorizing the Minister of Tourism to negotiate and sign a tourism cooperation memorandum with Syria’s Ministry of Tourism, and approving a headquarters agreement for a United Nations Institute for Training and Research office in the Kingdom.
