Kuwait is advancing its digital transformation to modernize urban development and improve government performance. Furthermore, Digital Transformation strengthens housing and municipal services across the country. Minister of State for Municipal Affairs and Housing Abdullatif Al-Meshari emphasized this vision during the Gulf Digital Building Forum 2025.
The forum, organized by the Kuwaiti Federation of Engineering Offices and Consulting Houses (KFEOCH), focuses on the digital transformation of construction, city management, and facilities oversight. Moreover, it provides a platform for government institutions, private sector partners, and engineering experts to collaborate on smart city projects.
Al-Meshari noted that Digital Transformation strengthens infrastructure, improves project quality, and accelerates delivery in both public and private developments. In addition, Kuwait Municipality and the Public Authority for Housing Welfare are actively implementing digital methodologies to enhance planning, streamline operations, and improve facility management in new urban areas.
In recent years, the ministry has achieved progress in adopting Building Information Modeling (BIM). This approach reduces waste, increases project oversight, and enhances construction outcomes. At the same time, smart city applications have expanded and become essential tools for contemporary urban planning. Al-Meshari praised KFEOCH for equipping engineers with internationally aligned tools, and he emphasized its support for Kuwait Vision 2035 and sustainable development goals.
He explained that the forum encourages collaboration between public institutions and private engineering firms. Consequently, participants can create actionable recommendations to establish a robust digital engineering ecosystem. This approach will also reinforce Kuwait’s role as a regional leader in digital construction and smart city initiatives.
KFEOCH Chairman Bader Al-Salman added that joint support from public and private sectors ensures practical application of the forum’s outcomes. Furthermore, he emphasized that the initiative will accelerate BIM adoption, expand smart city solutions, and enhance cooperation with a growing private sector.
Additionally, Al-Salman stated that the federation is developing a fully integrated electronic system for engineering licensing. As a result, firms can secure approvals automatically, eliminating manual intervention and supporting faster project implementation.
Overall, the forum underscores Kuwait’s commitment to digital transformation in construction and urban management. By integrating advanced technologies, the country aims to foster efficient, sustainable, and future-ready cities. Consequently, experts say these steps position Kuwait as a benchmark for smart urban development across the GCC.
