Oman Promotions Scheme Allocates OMR 10 million for Civil Servant Career Advancement Across Government Institutions

Oman promotions will receive OMR 10 million under a new system for civil servants. The Ministry of Labour introduced the framework during a media briefing in Muscat. The scheme covers government employees across the state’s administrative institutions. It aims to create clearer opportunities for career advancement within government organizations. Furthermore, the government will distribute funds among eligible institutions using a proportional formula. Each institution will receive funding based on its number of eligible employees. Officials will calculate each share against the total eligible workforce across participating entities.

The new system will offer three different promotion pathways for eligible civil servants. The first pathway focuses on employees who demonstrate exceptional performance. The second pathway uses comparative assessments to determine promotion opportunities. The third pathway aims to attract and retain talented employees within government institutions. Authorities will prioritize the fast track before considering the flexible track. Any remaining funds will then support promotions through the flexible pathway. Meanwhile, the special pathway will depend on individual institutional needs. The head of each entity must approve promotions through that pathway.

Employees must meet several conditions to qualify for the fast-track pathway. They must complete at least three years in the grade below the target position. They must also receive three consecutive Excellent ratings through the Ejada performance system. In addition, candidates must have no disciplinary or administrative restrictions. Their promotion must also remain within the approved job progression limits. These limits follow Civil Service Council Decision No. 10/2010. The decision establishes classifications and ranking requirements for government positions.

The flexible pathway will use a scoring system to compare eligible candidates. Officials will assess candidates using a total score of 100 points. Past job performance can contribute up to 75 points. Authorities will calculate this portion using an employee’s strongest three evaluations. Individual competency can provide the remaining 25 points. This section will consider role readiness and skills development equally. As a result, employees must demonstrate both strong performance and relevant professional capabilities. Employees with a Poor rating in their latest evaluation cannot receive a promotion.

The framework also establishes rules for employees facing legal or administrative proceedings. Authorities cannot promote employees serving prison sentences under the new system. The same restriction applies during work suspensions and ongoing proceedings. However, authorities will reserve the relevant position during those proceedings. This measure protects the employee’s opportunity for promotion if the case ends favorably. Employees cleared of wrongdoing can receive their promotion retroactively. The same applies when the final penalty involves only a formal warning. It can also apply when salary deductions reach five days or fewer.

Oman promotions will follow a twice-yearly schedule under the new framework. Heads of administrative units will issue promotion decisions during these periods. Promotions will take effect on the second day of January and July. When several employees receive promotions on the same date, seniority rules will apply. Officials will determine seniority based on each employee’s previous grade. This approach provides a consistent method for establishing order within the new grade.

The new system links government career advancement with performance, skills, and institutional needs. It also provides separate routes for exceptional employees and broader comparisons. At the same time, the special pathway gives institutions flexibility when they need specific talent. The OMR 10 million allocation provides financial support for the promotion program. Consequently, government entities can manage promotion opportunities according to their eligible workforce. The framework also establishes clear conditions for employees and administrative authorities. Together, these measures create a structured approach to promotions across Oman’s civil service.
