Oman Space Sector Expands as Private Investment Surges and New Projects Advance Toward 2029

Oman space sector growth is gaining momentum as private investment continues to increase. The country is developing a commercial space industry as part of its economic diversification plans. At the same time, government programs are helping attract more companies and investment. Private investment reached OMR74 million in 2025, according to government figures. That amount represents a major increase from OMR20 million recorded in 2023. As a result, Oman has seen stronger private participation across its growing space industry.

The increase follows the launch of Oman’s national space policy three years earlier. The policy aims to establish a stronger foundation for commercial space activities. It also supports wider use of space technology across different parts of the economy. Meanwhile, government officials say several projects have already moved into implementation. Around 65 percent of planned space projects have entered that stage. These projects cover areas such as satellites, space launches and national space capabilities.

The growth has also created more opportunities for companies operating in Oman. The number of businesses active in the space sector increased from 11 in 2023. By 2025, that number had reached 25 companies. Employment has also expanded across government and private institutions. The number of workers in the sector increased by 163 percent since 2023. Therefore, the industry is creating new opportunities alongside investment growth. This expansion could also encourage more specialized businesses to enter the market.

Oman’s national space policy places particular attention on terrestrial space applications. These applications can support communications, data services and other economic activities. Furthermore, the government wants to create conditions that encourage long-term private investment. Clear regulations can help companies understand requirements before launching new projects. They can also provide greater certainty for investors entering the emerging sector. Consequently, Oman is working to build a stronger commercial environment around space activities.

The country has also taken steps toward developing its satellite capabilities. In November 2025, Oman signed an agreement with Airbus Defence and Space. The agreement covers the design and manufacturing of the OmanSat-1 communications satellite. It also includes arrangements for the satellite’s launch. Operations are scheduled to begin in 2029. The project represents another step in Oman’s plans to strengthen national space infrastructure. It could also support improved communications capabilities once operations begin.

At the same time, Oman continues developing the legal framework for its space industry. The Ministry of Transport, Communications and Information Technology has started preparing an Omani Space Law. The proposed legislation aims to align national rules with international obligations. It also seeks to improve investor confidence in the sector. In addition, the law could establish clearer conditions for sustainable industry growth. A stronger regulatory framework can therefore support both government projects and private investment.

The increase in investment comes as Oman continues its broader economic diversification efforts. The country wants to develop industries beyond traditional energy activities. Space technology offers opportunities across communications, satellite services and other applications. Moreover, a growing private sector can support innovation and create new specialist jobs. Companies can also bring technical expertise and investment into emerging projects. These developments could gradually strengthen Oman’s position within the regional space industry.

The sector’s expansion also reflects increasing cooperation between government institutions and international companies. International partnerships can provide access to technology, expertise and specialized capabilities. Meanwhile, local companies can gain opportunities to participate in new projects. This combination can help build skills and expand the domestic space industry. Over time, stronger private participation could support additional commercial activities.

Oman space sector development now includes investment, infrastructure and regulatory planning. Private funding has grown substantially since 2023, while the number of companies has more than doubled. Employment has also increased significantly across the industry. Meanwhile, satellite development and planned legislation are adding further momentum. These efforts show how Oman is building a broader foundation for commercial space activities. The country’s plans will continue to develop as more projects move toward implementation.
