ROSHN Seeks Private Investors to Prepare Aramco Stadium for 2034 FIFA World Cup

ROSHN Stadium has become the focus of a new investment initiative as Saudi Arabia prepares for the 2034 FIFA World Cup. The state-backed developer plans to attract private capital for the Aramco Stadium in Al Khobar. Furthermore, the move reflects broader efforts to involve private investors in major national development projects.

ROSHN Group, which operates under the Public Investment Fund, has reportedly appointed JPMorgan to oversee the fundraising process. The investment drive targets equity partners willing to support the stadium’s development. At the same time, officials continue evaluating interest from potential investors for the project.

The proposed transaction could follow a lease and leaseback structure. Under this model, ROSHN would establish a separate entity to hold the stadium’s lease rights. Investors would contribute capital while sharing ownership of that entity alongside the developer.

Saudi Aramco would continue operating the stadium under its existing long-term concession agreement. Consequently, participating investors would receive returns through lease payments over an extended period. Meanwhile, ROSHN would unlock additional funding to support other development projects across Saudi Arabia.

The financing model resembles previous infrastructure agreements completed within the Kingdom. Similar structures previously attracted international investment into strategic energy assets. Therefore, officials believe the approach could also appeal to investors interested in sports infrastructure.

Construction of the Aramco Stadium continues in Al Khobar, located in Saudi Arabia’s Eastern Province. The venue will accommodate approximately 47,000 spectators after completion. Project teams expect construction to finish before the end of 2026, allowing preparations for its first official match shortly afterward.

The stadium forms part of Saudi Arabia’s extensive preparations for the 2034 FIFA World Cup. Authorities plan to develop or modernize 15 stadiums across five cities before the tournament begins. In addition, organizers intend to provide 132 training facilities for participating national teams.

The World Cup remains a major element of Saudi Arabia’s Vision 2030 strategy. National leaders continue investing in tourism, sports, entertainment, and infrastructure to diversify the economy. As a result, large-scale projects continue expanding throughout the Kingdom.

The Public Investment Fund has supported numerous sports investments in recent years. Its portfolio includes football, boxing, tennis, Formula E, and esports initiatives. These investments aim to strengthen Saudi Arabia’s global position within the international sports industry.

However, changing economic conditions have encouraged state-backed organizations to explore additional funding options. Lower oil revenues and rising project costs have increased the importance of attracting private capital. Consequently, developers continue seeking investment partners for large infrastructure projects.

Several high-profile developments have already adjusted their schedules as projects evolve. Despite those changes, Saudi authorities remain committed to delivering key projects supporting future economic growth. Private sector participation continues playing an increasingly important role in achieving those objectives.

Recent transactions also demonstrate growing opportunities for private investment across Saudi Arabia. Investors have participated in sports clubs, infrastructure assets, and other strategic developments. Officials expect similar partnerships to support future projects while strengthening long-term economic sustainability.

Overall, the ROSHN Stadium investment initiative demonstrates Saudi Arabia’s commitment to combining public development with private sector participation as preparations for the 2034 FIFA World Cup continue. By attracting new investment into sports infrastructure, the project is expected to support Vision 2030, strengthen long-term economic growth, and reinforce the Kingdom’s position as a global destination for major sporting events.
